Bob Malster opened the meeting and the minutes of the meeting were amended as following:

John Macer regretted that due to ill health he would resign as vice chair. The group wished to thank John for all his support. Jean Clarke was elected unanimously as vice chairperson.

Dame Sylvia Crowe Memorial

Ron Bill had contacted Dame Sylvia Crowe's colleagues and had received back a very interesting letter, which he relayed to the group. The letter was very much in support of a tribute to Dame Sylvia and strongly suggested that any memorial was a living memorial or strongly associated with trees. This will be developed further.

Pisces Sculpture. (Jesse Watkins)

The group were troubled that it appeared that the existing sculpture would not be repaired and the advice we had been given suggested that it was at the end of its life. SP reported that she had spoken to Nick Bullions (Arts Development Officer) and he said that he had done some research but could not actually track down the artist. The group expressed a strong desire to research further the possibility of mending the sculpture or of replacing like for like.

Nick will be invited along to the next meeting to discuss all of this with the group.

'Parklife'

Dean who has been producing the park newsletter said that he really needed more articles, poems, and pictures re the Town Park for 'Parklife'. The group thanked Dean for all his efforts, which are much appreciated.

Swimming Pool Site and Boundaries of Town Park.

Ron Statham informed the groups of the research that he had carried out on the swimming pool. He had a keen interest in preserving the swimming pool. The group felt that above all they need to continue to protest at any proposed development on the swimming pool site. Furthernore the TPUG stated that they are opposed to all development on Town Park land and maintain that the swimming pool site is part of the Town Park. The group reiterated also the importance of the car parking facility for access in to the Town Park.

Ron Statham also brought up the boundaries of the Town Park. He had found that no map was definitive. SP reported that the boundaries were not clear on any of the maps that Parks and Landscape used at present but would investigate these delineations and report back to the group. SP also reported that Parks and Landscapes were hoping to carry out some mapping works over the coming year maybe with corresponding information boards.

Structural Issues

The Chair reported that he had written to leaders 11th November and again a second letter on the 19th January complaining of the non-response. He had received a reply the day of the meeting and read out the reply from Lorna Spencely and Andrew Johnson (leaders of the council).

The TPUG vice chair welcomed that issues of the meetings would be fed into Regeneration but there are still concerns. The vice chair suggested that the contents of the letter be digested and would acknowledge it on behalf of the group.

Park Lane

The group would like to see highway improvements made this year. It was discussed that as of the 1st April with parking fines becoming the responsibility of Harlow Council there should be an improvement to procedure in parking enforcement issues.

AOB

Web Pages

Andrew Tomlins discussed the possibility of a web page for the TPUG. The possibility of using cobweb the council's site was mooted or of using this as a link to a TPUG site.

Car parking by Greyhound pub

Problems of this car park being used by commuters was discussed. Often it is full by early morning, leaving park users no option but to use the car park overspill. Use of concrete cribbing to maintain the integrity of the grass areas was discussed as well as the possibilities of having parking restrictions introduced along with barriers. SP said she would investigate these options.
